    By Nancy Badertscher, AJC June 2012 - Bobby Cagle had been commissioner of the state Department of Early Care and Learning about two months when Gov. Nathan Deal declared major changes had to be made to ensure the long-term survival of Georgia’s pre-kindergarten program. Deal recommended the popular lottery-funded program, which serves 84,000 4-year-olds, go from full time to part time. Child advocates and providers looked to Cagle to help broker an alternative. “He had to be a very fast learner, and he was,” said Susan Adams, assistant commissioner for the state’s pre-k. Cagle’s appointment had been met with some skepticism. DECAL had only been around since 2004, and Cagle was already its third commissioner.     ATLANTA, Ga., (June 18, 2012) – Beginning July 2, 2012, Georgia’s Childcare and Parent Services (CAPS) program will have a new home at Bright from the Start: Georgia Department of Early Care and Learning (DECAL). The program, which provides subsidized child care to low income families, has operated under the Georgia Department of Human Services (DHS). CAPS is administered in all 159 counties in Georgia through the county Division of Family and Children Services (DFCS). Governor Nathan Deal initiated the move as part of his FY 2013 budget, which was signed on May 7, 2012. [READ MORE]

    Beginning June 5th 2012, The Georgia Child Care Association working in coordination with DECAL will be giving centers, a unique opportunity to provide feedback to DECAL on customer service and clarity of rules, regulations and oversight on all of their licensing visits.


    The survey created by GCCA is designed to help identify inconsistencies in or inaccurate application of the regulations made by the licensing consultants conducting the visits in the field. The information gathered from the survey will assist GCCA in determining training areas for providers and your employees.
